Depending on the time you have, rounding up scrub farmers into a scrub alliance with ratting rights and taxing them is doable with 2 acc, and yields considerable isk.

Do you have any RL skills that you could use to create a third party service that charges ISK? There is a lot of potential here IMO. Create a service that has real value to the largest number of eve players and charge ISK for it. Preferably something that is a repeat business so it generates residual income.

if you are talking online lottery or something then i would agree. for services like webpage, ts3 or killboards...
seems to me nobody wants it or already has it....

especially with out of game services it seems that theres a distinct line between "most players can do themselves", as we all seem to be enough nerd to figure most out by ourselves.. :-)
