CSM delegate’s job is to forcefully, clearly and reasonably articulate aspects of the game requiring CCP’s attention. I believe that CSM is here both to protect the rights of all capsuleers and to help CCP shape the game into a successful business. We must recognize that CCP runs a business and we must appreciate their right to make changes necessary to make Eve a successful business venture. I believe it is this spirit of cooperation and mutual benefit that both CSM and CCP must embrace and execute on. Last year was perfect in terms of development constructive working process in between CSM and CCP. With new progress on this CSM8 like no other before has the opportunity to reshape the game into both a successful business venture and an enjoyable experience for all capsuleers.
Considering the views that CCP takes in regards to the advancement of the game, I plan to concentrate my work as CSM on the next subjects, they are almost exactly same with my last year once (so as text above). I will state them for you the same way CCP do in their development process:
As character I want to see:
New content, more content, better content for all –Eve is an extraordinarily old game and the dissonance between new players and old has grown out of control. This is a key element for growth that we must as CSM, understand and shape.

Global, massive mechanics changes: Small and Medium sized entities should get more real opportunities for influence on big blocks. Communities who want to leave independent from blobs should have various way to do that, targets to achieve and ability to be effective comparative their size. Also old problems of 0.0 must be revised and fixed: 0.0 sov, moon rebalancing, super-cap rebalancing, super-cap travel speed tweaks.

As player I want to see:
Changes and improvements for all outdated interfaces stuff:
Industry interface to be more friendly to big multiline production, fiting interface to let players fit faster, fit from available corp hangars if they have roles etc, corp management – any change will be good, evemail, browser and other well known stuff.

As customer I want changes for
Customer Support – Eve needs vastly improved customer support department. Better support in all time zones and in more languages. As CSM we must show CCP why and how this is critical to their own success.

You mention increasing viability of small groups.

What concrete plans do you have to increase the ability of small and medium size alliances in nullsec to hold space and to prevent them from being stomped by supercapital projection?

What relevant experience do you have with small and independent groups given your recent history is with SOCO and -A- which had massive blue lists, supercapital projection, and renter programs? (*cough* Makalu reinforcing Providence jumpbridges every time he lost a fight *cough*)

Poetic Stanziel is my hero! His knowledge deep and wide. I think he knows almost everything. Sometimes while reading his blog i think that we all should pray to him. What else i could say?
To be honest about language issues - there is two of them. Russian accent (which i think is awful ) but guys could understand me fast and clearly, so it is not a problem.
The second one is awful accent of CCP employees which is not an issue at all in conversation. But when you are trying to wright white pages and watching video records it is.

Makalu was born in Providence as you remeber so he always have special feelings about them and he is in PL now. So as our previous leader Manfred . I`m in AAA a bit longer than those two :)
And history of my alliance is a bit wide than blobing over sought :) 2 years ago we were kicked to NPC 0.0 and reconquered space, that was a big chunk of experience for me in therms of what medium sized group could do with blob. Current story is experience too but i already saw that in 2011, but you could count another half of year medium sized against blob.

If we speak about small professional group of PvPers, 3 years of alt in Dark Side is my guidance.


What to do?
Step one is to fix current problem which is well known:
1)"Moon goo"
Hot fix - rebalance tech, neo and cobalt. Ideally remove all passive income and do active moon mining.

2)I would call it - "size of universe". You need 15 minutes as a maximum time needed for travel by supercapital from far north to the any place where you have cynochain ready. In TiDi 90% you would not kill a single carrier in such time limit.
How to fix it - limit supercapital jumpdrive by some ly per day.

3)"Rep me gently" issue - Reps on supercapitals combined with size of universe makes any single supercap immune to the everything but supercap blob if he have 10-15 mothership friends ready to save him.
Hot fix - remove reps from supercapitals (supercarriers mostly). Ideally - restrict supers to being repped by everything but carriers in special (triage) mode.

4)"Upper limit" - Sentry carriers must be fixed. Currently you need 50 carriers to own any non supercapital blob.
Hot fix - restrict fiting under aggression. ideally rework whole concept.


Step two is to give ability to live in 0.0 without station (yes i`m speaking bout normal poses)

Step three is to give targets (ideally ability to have income related with guerrilla activity)

The idea bellow is fully disputable and needed to illustrate what i mean:
How to do it - to put upgrades outside of the hub. first and second level upgrades - reinforces 3d killable by 200 man subcap fleet in 10 mins 4th killable by 50 man fleet in 10 min. 5th smal gang in 10 min. Lootable/salvageable

Give industry in low sec and 0.0 more roles. Currently all bloobs (forget it. EVERYONE) buying stuff in Jita. I have 0 benefits to produce stuff somewhere else. Even most of battleships for corp compensation have being bought by me in jita. Make those roles effective for small and medium entities and we I hope we will see rebirth of independent 0.0

Despite the language barrier, this is a multi-national game. My own mom was Japanese and know full well the language barriers of natives trying to adapt to a foreign language. That to me isn't a disqualification.

Do like your stance on small/medium group gameplay, and for breaking up powerblocks (which isn't healthy in a game). Played EQII and saw what a few can do to ruin the game for many, and dislike that with a passion. A healthy game environment would encourage the fresh eager players to take the risks to conquer new territory.

Blobs have to go. This is a skills based game, and folks need to use them to their advantage.

Secondly, what moon goo has become is a game breaker. Now it maybe a form of balance that it is in low/null sec and trit/scordite is in high-sec, but a miner can't passively gain income from mining. He has to go out and take the risks of his ship being destroyed or worse. Moon goo in itself is harvested without personal risk. So if it's to be a passive income in low/null sec, there needs to be something similar in high-sec.

Point blank: manufacturers and researchers aren't going to null/low sec. Often they're toons without combat training to survive and they're often bought toons for a specific purpose but to do those two professions. Training them for roles in a specialized game is a non-starter. They will remain in high-sec even if CCP made manufacturing/research free in low/null sec. This is how/why Jita became what it became.

Probably a compromise is a new product that must use what high-sec offers and what low/null sec offers that's independent of any powerblock controls (access can be found anywhere). But all three secs must bring their products to market and accept the risks. A market that isn't but Jita (which I rarely bother going to as it reminds me of all what's worst in gaming, in EvE especially, every scam and troll in existence resides there). Perhaps a "farmers market" closer to the 0.5 border. Any PvP activity there can cause mayhem, especially if the wrong party is targetted...PvP has consequences especially with valuable assets that grease the PvP war machine (bite that hand, it will hurt). Such a hub can also be a perfect place for mercs to hangout, so all harvesting business dealing with low/null sec can be handled there. Jita can be the hub for ships as folks aren't leaving the navy stations, getting to 8.0 standings they aren't moving for anything. But the mat market needs their own market that'll be easier for null to bring up, and even the harvesters in 1.0 can bring down. This will help with null moving products easier to high, and high moving their raw materials to null. A jump freighter hang out. Like this concept, as such a station can look industrial for all the blue collar workers it represents (yay, new content that has a purpose even!).

But whatever the solution maybe, it needs to be what's best for the game not for particular alliances and only their interests. EvE needs to encourage more shakeups, not more comfort zones. PvP game has risks and risks aren't there if folks can sit on territory, grow fat, and wallow in their gluttony. Need more scrappy players hungry for fame and fortune doing more than nipping at the heels of a few big fat giants.
