make an anchorable structure where players can play minigames and betting for isk

if its hisec players can rat on players gambling at the hub to concord and it gives them kill right or some reward, and the hub gets destroyed
if its in lowsec or null the hub can be destroyed and all isk thats in the game will be dropped in a can
