What are you allowed/not allowed to do in starter systems?
Can flip, ninja salvage, steal from missioners to make them aggro you?

basically can flipping, but if you have to ask, I have to ask why you are bothering noobs. Just go elsewhere.

a friend of me got griefed yesterday by a guy probing him, stole loot and jettisoned it back into space

What do you mean by Can Flipping?

As I understand it you can steal all you want and jettison where ever you want.

You just can not write Free Stuff on the can or try to convince people you will not kill them for stealing.

Someone did it to me today (think the system had 0.7 sec) and after that he showed up red on the radar (outlaw), but when I went back to kill him I actually hadn't enough firepower (lousy fitted ship + I just resubbed yesterday and am still quite the noob) so I lost my ship.

My questions: why didn't he get a sec status hit? Was it because I engaged first? Was it because I locked on him first? Which action exactly triggered the penalty free kill for the outlaw? And lastly, what would have happened if he podded me as well?

You can lose security status for "illegal aggression", "illegal ship kill", or "illegal pod kill" actions. The first is attacking (using a hostile module) against a ship you have no legal rights to attack. The second is actually destroying a ship you attacked illegally (whoever delivers the killing blow takes the loss), and the third should be self explanatory. Stealing doesn't cost security status, and you made it a legal fight when you attacked him.

Basically, his theft gave you rights to legally attack him for 15 minutes. As soon as you attack him, he legally has the right to respond. Thus, it was a legal fight, and no security loss or criminal flagging occurred.

PVP is a question with no single right answer, but a lot of wrong ones.

If he fires on your pod in highsec, Concord will come and crush him.

Stealing from jettison is not considered a crime, but rather an offense against another player. You get the right to shoot him, but then he'll have the right to shoot back. Locking a target is not an act of aggression, only modules activated on a target are considered aggressive.
