Last 2 days i can not scan out sigs past 24ish % of their strength. I have relevant science skills all lvl IV, covops V and a full virtue set. Is this a bug and is there a way to fix this?

I would appreciate any help because it is getting very frustrating.

solved by selecting all sigs instead of deselecting some.
