Personnel of Faction Warfare Outposts

I was wondering if official lore on this question exists. Are there human personnel manning outposts in FW complexes (besides the crew of the NPC ships)? If there are, how many are there for different sizes? For example, how many potential POWs are we talking about every time one of these sites is captured? It would seem that with the somewhat senseless back and forth of FW the numbers of prisoners would become immense.

Thank you for pointing this chronicle out. If it describes the kind of thing that happens while the timer runs down, there really is the possibility for considerable loss of life, taking of prisoners, etc. for non-capsuleers in FW space.
