I have been conducting business in Luminaire the last couple days and would advise pilots to keep your distance from the Caldari Titan and her escorts. They are defintiely more tense than usual. Take the long way around to avoid being fired upon.

They'd rather issue traffic advisories than try to mediate this whole **** show and stop it before it gets out of hand?

Its not that bad. I was just in Luminaire. I went to the Titan to see what was going on. There were some Fed navy ships there scanning. There were several scanner probes scattered about their ships. The Fed commander was telling the Caldari they were not there to fight, while the Caldari commander was demanding they leave. All the while I flew about in a Algos and salvaged wrecks. Eventually the Titan's escort ships opened fire on me, but they are so incompetent they could not kill my little destroyer before I warped out. Eventually the Fed ships finished their scanning and left.

In any other part of the system there appeared to be no issue whatsoever. Just stay more than 100 km away from the Caldari Titan and you will be fine.
