CCL and CSM have different jobs.

CSM are player-elected representatives of public opinion. They are real in-game public figures who actually participate in the game. As such, they handle priority feedback on game design, CCP actions, etc. Their job is to communicate the player's will to CCP, by acting and speaking as themselves, and getting some special privileges both to aid and reward this. They play the role of "the client" in the software development model.

ISD are not player-elected, and we are very pointedly anonymous. While all of us do play the game, our real identities are a secret even to other ISD. The general purpose of ISD is to provide auxiliary support to various non-essential tasks that nonetheless are large enough that a lot of work is needed to keep them in check. Some examples are managing the in-game help channels, modding the forums, overseeing the wiki and maintaining lore details in various places, etc. This is why we need anonymous identities, since our job is to act as extensions of CCP, not as our main characters.

The CCL in particular handles enforcing forum rules and providing a semi-official communication channel, both to open CCP communication to all players, and to keep the ever-busy CCP Community Team posted on things going on. The way this differs from the CSM is that we do not showcase our own opinions or stances, or show favoritism (at least, in theory). While we do have communications channels with CCP, it is mainly used for asking help with a situation we cannot / should not handle (for example, someone posting about illegal activities).

tl;dr: CSM are from the players for CCP. ISD/CCL are from CCP for the players.

Oh, and a misconception that keeps living for some reason: the CCL does not ban people, from the forum or otherwise. We do not have that power. We can only lock threads, or edit/delete posts, to make sure they follow rules. Bans are handled strictly by CCP employees.

When I applied I thought I'd be able to AFK cloak and moderate at the same time. I was wrong, as that's not allowed. And if being logged in but AFK is not allowed, being logged in and in a battle is definitely not allowed.

Are you guys still looking for people for ISD services? I applied a while back, but couldn't pursue it at the time due to RL. Now, though, I'm still interested.

Do ISD have to commit to a set schedule, or can you log ISD hours as you see fit?

I'm still seriously considering it. The last time I applied, the application was broken.

Could I choose my main's name sometime in the future if I decided on retiring the main, focussing entirely on community service?

Maybe sometime I could be head of ISD.
