A letter casing can be changed as that does not alter your database entry. Any other change will alter your known identity and as with identification comes reputation, name changes are a big no. Choose your name wisely, as you will be stuck with it for the rest of your EVE career.

At least you can choose your name yourself and don't have other people decide for you.
