Gravimetric Signature and Moon Mining

I think it is now generally agreed that 0.0 has several problems. Economic, SOV, disadvantages for industrial corp due to research and few slots of production, passive revenue (moons) are too high, etc. ...
My idea was to create new types of gravimetric sites, should be found through exploration, containing minerals of the moons.
Obviously with a probability of finding them X in high sec, X + Y in low and X + Y + Z in 0.0.
This will certainly reduce the value of moons mineral (increasing supply) then it would decrease the passive revenue of 0.0, encouraging the alliances to find active forms of revenue and develop a productive sector
recruiting players who probes and mines the sites of moons mineral.
Disincentives to conquer hundreds of systems from major alliances because the value of the moons diminish, giving way to a host of small and medium sized entities.
Would encourage exploration and industrial corp, with the current prices of the minerals mining 0.0 is meaningless. Better to stay in empire and in fact the production of eve is made in empire for the most part.
Would also make the miner's job less boring, since it would be necessary to find these sites. Probing in high sec to find a gravimetric signature of omber and kernite is meaningless. Can be found in belt.
In addition, there would be no need to change the current system of moon mining through the POS, that could remain unchanged. Gaining valuable moons continue to be a good idea, but increasing the supply would drop the price and performance of POS.

My idea was combat grav sites. Similar to the combat ladar sites that exist in low-sec, a combat grav site would consist of a well defended pirate control tower in low-sec running a moon-mining operation with maybe some manufacturing. The control tower would be signifcantly less robust than a typical POS, with a bash taking maybe 10-20 minutes with a small fleet of BCs or a single BS. No reinforcement mode, once breached, it drops a few cans that contain anything from moon minerals to reactions to faction BPCs (ammo and such), etc.
