Oracle: How does it stack up?

So I'm getting back into EVE and saw there were a few new ships including the Oracle. I traditionally have flown a Harbinger as my Battlecruiser of choice, but was wondering how this new one stacked up against it. Perhaps my initial conclusions are off, but it seems the Oracle is a niche ship, meant for fleet battles against capital ships.

I say this for a few reasons. First the large turrets have slower tracking, making them less competent against smaller targets, or even other BC. Secondly, it's been given a speed boost to better keep it moving ahead of larger ships targeting. Finally, it seems to be quite a bit less sturdy than the harbinger as a trade off for its speed and increased heavy firepower, which also indicates its meant to rely on its speed against capital ships for defense.

I imagine frigates or even a Harbinger would be able to take out an Oracle easily, but I've not flown one, nor seen on in action yet, so that seems a little premature to simply accept as fact, so I figured I'd ask the community at large how the Oracle stacks up in comparison to other Battlecruisers, and the Harbinger specifically.

It is thoroughly entertaining, though sporting about as much tank as a wet paper bag.

If you're feeling brave, slap some Gleam in the highs, maybe a neut, and just double web some poor bugger and let those giant guns tear people to shreds ^_^

The Description for the ship is interesting, thought it would be nice to hear from some Devs about how they envisioned the Oracle's use once it settled into a mainstay of EVE's ship complement. The Tornado, for example (another new cruiser-tanked-but-hilariously-huge-gun-using battlecruiser), is often seen in small fleets and used to suicide gank unwary mission-runners and miners. The Gallente's Talos is quite the solo and small-gang pvp beast, when used correctly of course.

We do not talk about the Caldari addition.

Honestly I think it's one of the weaker attack BCs.
Should be great for AFK POS bashing though.

Due to its shape, it stacks poorly. However, it does make a lovely doorstop.

The Oracle is not a solo boat, works best as a sniper.

For sure on that, I see them used daily.
