I'd say its Starkmanir.

From the Chronicle:

Allek’s mind was drawn back to the Seb data dealer. Shrewd old devil but he’d missed a trick. He’d spotted another bloodline in Allek true enough but he just hadn’t guessed right.


From the Starkmanir EVElopedia page:

So going off these snippets, I'd say that Allek is at least 1\2 Starkmanir, 1\2 Sebiestor (he wouldn't be an aid to Midular otherwise). Why would he give Jeoran Setul the same intel that he gave to Midular, if he wasn't in some way a member of the Starkmanir Tribe as well.

The Brutor are in fact an off-shoot from the Starkmanir tribe (as are the Vherokior), so it's not surprising that they look somewhat alike.
