So lets say my friend is in a corp that is in war with another corp
Me and my friend fleet up and find some war targets in high sec
I'm not in his corp so I'm not in war with the war targets
Can I engage them? or I have to wait for him to shoot first?
After he shoot we will have limited engagement with them? (meaning concord won't show up for me)

A little place called EVERYWHERE for the past few months.

To answer your question, NO, you can't shoot at your friend/fleet mate's war target.

What you can do is remote assist (repair/sensor boost/etc) your friend. However, if you do this, you become a suspect, and anyone can shoot at you.

IF someone shoots at you, THEN you get a limited engagement, and can shoot back at that character(s) that shot at you.
