Should jumpgates in hisec be restricted by sec status?

Inspection Hold Time based on the Sec of the system that you are jumping into and your sec status? A bit like priority queuing :)

Something like?
10x(the Sec of the system) - (your Sec status) - 10

eg A -10 guy jumping into a 0.5 system
10*0.5 - -10 -10 = 5 second jump wait

maxing out at -10 guy jumping into a 1.0 system
10*1.0 - -10 -10 = 10 second jump wait

A -6 guy jumping into a 0.5 system
10*0.5 - -6 -10 = 1 Second Jump wait

maxing out at -6 guy jumping into a 1.0 system
10*1.0 - -6 -10 = 6 second jump wait

Actions already have consequences. Poor sec status leads to facpo chasing us on undock, which prevents us from engaging in the gripping and exhilarating PVE CCP is so fond of. At blinkyred status, it also means we can be shot at by any passing guy who wishes to take a potshot.

Meh, makes sense from an RP perspective.

From a gameplay perspective, Eve is about consequences, but being effectively banned from high-sec might be a bit much.

Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.

Having faction police shoot at you everywhere and being KOS to every single player in highsec doesn't count as a consequence.

High sec is a tiny piece of the universe. You need never go through it to get from anywhere to anywhere. Secondly, it would have to be a spectacular gank to go from being allowed in high to -10 in one shot. I dare say the trip would be made via a new clone due to being podded by Concord.

As a space smuggler for the Hutt cartel I already find the empire to be a pain in my ass when traveling through systems. Whats in the cargo hold Han?? Blah blah blah. Luckily for me and Chewie always know where to hide the goods and by goods i mean human slave trade and misc. hallucinogens some of which i may haven taken right now. Though i love the idea, mainly because of all the tears it would generate in the highsec ganking crowd (They'd have to go and actually do some real PvP, LMAO), i can't imagine something as drastic as this would ever happen.
