If you look at the killboards of many hisec PvP corps and alliances, they all have similar results. Causing heavy casualties while experiencing few of their own. It's no secret that lulz are a major part of the hisec PvP business. But there's also real ISK making potential there in the form of loot drops and salvage from those juicy carebear mission ships, freighters, and mining barges.

I like the idea it would make high sec much more fluid. I would say keep it to .1 to .7 systems You wouldn't have to include FW mechanics you could just use the existing mission mechanics to determine the military index so all .1 to .4 systems would have level 4 agents. Once the index was push up to .5 or greater you could include a delayed effect where after a few weeks the lvl4 or lvl5s the agent runs out of missions. Mining would run the same way where a .1 system that was taken to .5 would have .1 rocks for a few weeks but after a time you would lose those rocks and end up with just high sec ores... So in effect the military index of a particular system would over the course of time from more secure to less secure down to a low of .1 and the more you shoot NPC rats the higher the index the higher the security. Mining index would move over time to whatever security the system was and would further be reduced by mining in it.

Interesting idea.

I chose C&P specifically for the underworld input. My "idea" wasn't the focus of the post. It was strictly an anecdotal musing of somekind to give an example for possible change. Mostly I was hoping for (and got) discussion in the question of when is safer too safe. As well as what are the (perceived) fears out there beyond those stated bt J_315 and his missionaries.

And for 100% honesty I was somewhat hoping that there might be some tears to harvest as well from either side's zealots. Twisted
