Reworking Bounty System

OKay, so I havent been here very long and I have noticed that the bounty system is horribly broken. Bounties are like a badge of honor right now rather than a real thing. Which in a way is cool, but, not what was intended I am sure.

So, I had an idea how to revamp the bounty system and make it...interesting:


1> Player goes to a bounty office somewhere in Sec Space.
2> Player accepts the bounty on a given player.
3> Player is immediately at war (has killrights against) others who accepted the bounty and Vice-Versa.
4> Player can only claim the bounty if they are able to kill and pod the target three times.
5> Fee must be paid to take on the bounty that is not refundable, to ensure that no one tries to defraud the system.
6> Corp and Alliance mates may not take on bounties of Corp or Alliance members.

So, this is the basic jist of it. Let me know what you think and what could be done to further tweak the system idea.

what prevents me from having one of my alts collect the bounty on me in a shuttle with an empty clone?

Wouldnt it be much simpler to allow you to select who can redeem the bounties and what percentage they paid out? Right now, if I put a bounty on someone, whoever kills them gets 20% of the destruction value in isk.

If I want to, I should be able to put a bounty on someone that pays out 100% of the destruction value in isk, but only the people I select can redeem the bounty.

IE if I want to hire PL to go after a corp or alliance, I can place a bounty on my target for say 10-20 billion that pays out 100% but only PL can collect on it to prevent someone from killing themselves to reduce/remove the bounty.

Being able to collect the full bounty without having to make a substantially more expensive outlay of cash in order to do so is what separates this bounty mechanic from the previous horribly broken one. Under the old system, a player's bounty paid out 100% upon pod destruction. This led to many individuals clone-jumping into an empty clone, podding themselves with alts and keeping the money.

The current system makes this hilariously impossible. In order to claim a 100m bounty, you'd have to lose 500m worth of ships - and mind that the game's view of a ship's value isn't always in line with the market's view of a ship's value. This also has the unintended drawback of making it basically worthless to try and hunt someone down who has a large bounty but only flies cheap ships. Getting back 20% of the destroyed value means that in some cases you may not even get back your repair costs and the cost of the ammo you spent.
