Problems using fixed window mode

Good day,

I play EVE on my Thinkpad with 1366x768 max resolution on some i3 sandy bridge mobile processor.

Normally I love to play in fixed window mode while having the windows taskbar (40pixels height) visible for easy tabbing etc. With my computer (I do not have it anymore) with a higher resolution I could just rezise the resolution in windowed mode to be my monitor's native minus exactly the height of the taskbar and then switch to fixed window - et voila.

But on my notebook I cannot resize the height of the window at all, although when I maximize the window and set my taskbar to never be in background the resolution ingame correctly shows 721 pixels height (768 - taskbar - window title bar = 721 pixels).

Do I have any chance to achieve what I like on the notebook? And if not would it be possible to handle the resolution on fixed window mode differently sometime in the future?
