Systems aren't mapped to nodes based on their location but rather spread out so each node can be loaded with systems from anywhere if I remember correctly.

So TiDi in one lonely high sec system might very well be caused by a large fleet flight on the other side of the cluster.

Which makes sense since a high load in one system would increase the risk of high load in surrounding systems.

CCP Greyscale: As to starbases, we agree it's pretty terrible, but we don't want to delay the entire release just for this one factor.

This happened in Hek last week with the Brave Newbies, but I don't recall it spreading to hror or any other of the surrounding systems.
