Npc spawn in odd places

I have seen npcs Spawn 150k from a belt and despawn after 5 min. In some places in 0.7 sometimes 0.8 sec systems they spawn outside a station . If it's not a bug sorry for posting, I just don't see it happening often.

Recently, like a few patches ago, rats were given a chance of warping away in a belt. IIRC, they only spawn when someone warps to a belt.

I've seen them spawn around stations many times in my 5ish years of playing. Don't know if it's a bug or intended.

I've also seen some burning away from belts and stations at full MWD.

Surrender is still your slightly less painful option.
