You are aware that would be quite a nerf for hybrids in pve? The faster cycle time is good for damage projection against small targets.

When you have a skill that boosts one weapon system but nerfs another, that has quite an impact on the ability to train for several racials.
Unless we get the ability to turn skills off this gets a big "NOO!" from me.

Also all skills effecting the capacitor have an influence on weapons needing cap but not on the others. Do you consider these skills broken as well?

To me this proposal just sounds like "GIMME ALPHA!!!".
