Does an Orca get any kind of flag if it’s fitting service or ship maintenance bay are used by a pilot who has limited engagement? I am wondering if someone could use an Orca to bait-and-switch someone into a duel. Maybe offer the duel using a T1 cruiser and then swap it for a HAC.

Because I don't have an Orca. I was hoping someone could tell me.

It does not. You will only get flagged if using active moduals.

You can not dock in Orca if you have weapon timer though.

Thanks for the info on the docking timer, so an Orca doesn't offer anything more than a station would.

More or less. But it has it's advantages. I use an Orca with a cloak, armor rep, hull rep in highs and an assortment of ships and mods in it parked in a deep safe in systems without stations. I can instantly reship or refit as situation calls for it. Hookbill in minor use fitting services to swap in a couple KN hardeners. Caracal in the medium, ship into a dual rep SFI and run him down.
