The actual matter of LE propogation and generation and transmutation, and all the possibilities therein, is a little bit too murky for me so I'll refrain from addressing that.

However, I do wonder about something. What happens if you're already running RR on someone else (we'll say it's someone outside your fleet to stay relevant to topic) even without gankers present, presumably just in case (I've seen it done), and someone does attempt a gank on your RR target who then attempts to defend themselves? Do you now get a suspect flag even though you were already using RR modules before any flagging even happened?

if your safety is running your rr turns off otherwise you gain the same tags as whoever you are sending the RR to . Because they are criminal you only gain a limited engagement no suspect tag ... so for the next 5 minutes that person can effectively kill you for defending yourself against a criminal action and its legal from concord.

I disagree. You're interfering with another limited engagement, you should become a suspect. If you want to and legally can start your own limited engagement, then do that. Don't interfere with another one.

Also, it'd hardly be "limited" if the LE flag started spreading around under all these conditions.

The current system actually seems fine to me.
Butting in on someone elses LE: Suspect.
Starting your own: Fine.

If I open fire on someone with a GCC flag, I am most assuredly butting in on someone elses LE.
You don't get a GCC for selling cookies. You get it for firing on someone who the game considers you to lack justification with.
Concord will also be butting into that GCC's LE soon too.

Just don't gank stupid, attacking targets willing to help each other should seem a poor idea. Giving them a free pass that protects their dps against a target seems odd, and suggests they can't function without help.

so your saying being in a fleet shouldn't have a bonus versus a solo criminal? fleet should always win against solo

Remove LE from GCC. Once you've GCCed, you're in the big pond now don't care about LE. Lol
