When you start up the client does it go to 2/4 on client verification and get to 15% DL fast then slow to a crawl without going to a new bar and starting over?
I used to take 2+ hours to DL a small patch and could only manually DL big ones before retribution came out.
I had reinstalled EVE like 4 times since i started in 2009 and have had 2 comps in that time and the client acted the same.After Freaking out a bit when Retribution came out i uninstalled the game and Defraged my comp twice then installed the game again.PS i saved my UI setting when i was asked

Now when i start up it will go the 15% on 2/4 then it will start a new bar showing the DL process and go to 100% then do a extract Bar again were as before it was a slow crawl from 15% to like 30% then be finished.
Try running a few defrag on your comp and see if it helps. Only thing i can think is the client is in 2 spots on your disc and its causing problems during patchs
