[Gui] Targetting area background doesn't respond

When I lock ships, then I get these spheres on my screen. These target spheres can be moved with a small white icon in left bottom corner of the spheres area. Now the area, that is below the spheres and to all the way to the bottom where the icon is, doesn't respond in any way.

I use the background area of my screen (the plain space area) to move the view around (and also to double click to move my ship forward). But that area below the target spheres doesn't respond. When I press mouse button and drag to move my view, normally the view rotates. But on this non responsive area nothing happens. So the issue is, that I try to rotate the view, but often the view is not rotating even though I click and drag on a seemingly empty background space.

Why there is such a non responsive area? The area below the spheres doesn't do anything else either. So as well it could respond to view rotating command. In Eve there are lots of different windows and dialogs so the screen room should be used well instead of wasting it for nothing.

Sure there will appear gun-icon and stuff below the spheres, but I tried to drag them and nothing happened. As well the view could rotate. The targetting panel location moving icon isn't even near the actual target spheres so a lot of space is wasted. The icon could be just right above the spheres instead and let people to rotate view also on any gun icons / enemy names below the spheres.

Or is there a setting to make the targetting spheres panel smaller? I want to keep the thing near me, not in some distant far away location of my screen.
