Actually it has been confirmed in the real dev blog discussion thread that it is required for further training. They are discussing changing that but no decision made yet.

Yeah, I just saw that as well. It's beyond stupid and I would never in a million years have expected it to work that way.

And yes, they are considering changing it I see, which is really the only way to be fair to older players.

Having trained something to X under the "old harsher" pre-reqs, only to have those pre-reqs reduced and replaced by something else you now need to train, in order to get X+1, is just adding insult to injury.
