Caldari Navy is still operating against the enclaves of immortal soldiers, in order to fight the soldiers you'd almost need your own clone soldiers to fight back. Hence the hiring of the Bragain Order.

Also most of the corps are subdivisions in the other mega corporations, there is only so much the navy can do legally, so invading Ishkone HQ would be a bad idea. Outlying outposts where some of the testing and where some of the liquid routers are stored however have become prime targets. Destroying them would result in permanent losses of clones when they died next time with no new implant entangled with it since the tech is so new it hasn't had time to propagate enough to create massive redundancy that current capsuleeres enjoy.

We recently had another event where amarrian stakeholders hired the bragain order again to blow up a tribal colony in Hek constellation. Reports are rather sketcthy but it seems its a near tie.
