Bridge fuel use adjustment

The point of this is to encourage only using bridges during big fleet fights and not just to hot drop the single ship that happens to be traveling through some bored pilot's space.

Right now it costs very little to fire either a Titan Bridge or Black Ops Bridge and the fuel usage cost scales according to mass jumping through.

My idea is to change both bridges so that the costs are more up front and scale according to the mass that goes through.

As example:
Right now it costs about 4,000 iso to jump a Titan max jump range. (2-3mil isk)
Right now it costs about 40,000 iso to bridge 100 battleships the same distance. (20-30mil isk)
Bridging one BS would be 400 iso.

My suggested change is make it so that most of the cost is in establishing the bridge, and it scales with ship use.
Make so it costs 40,000-60,000 iso to establish a bridge and each ship uses about half the current fuel usage.

So it will cost 25-35 mil to fire a bridge on a Titan, and maybe 10 mil additional to send 100 battleships through.

I realize this might not be enough of a change to get the end result. Increasing the fuel costs to 200,000 (150mil isk) iso might be more inline.

To be honest, it should cost hundreds of millions of isk to fire either the Bridge or Dooms Day.

Another option is to vastly increase the strontium that is used to activate the Titan bridge, but I'm not sure that would be viable due to the volume the strontium would take up. I'd prefer to remove stront from the equation and just use jump fuel.
