Tornado or Oracle? And, in a larger sense, Minmatar or Amarr?

you pretty much stated the difference.
I'd chose a Nado if i knew i should do high volley but not really anything else.
If i were in a fleet i'd probably use a Oracle for increased fire rate.

The Nado got the firerate against it if you're intending to snipe. Missing one shot is 10-14k Volley, with a high reload time, and a DPS of about 560. Along that the nado got all damage types.

The Oracle the oracle can get 900 DPS without implants all V, and do a 6k volley with faster firerate. Oracle is locked to EM damage.

Level 2s can easily be done in a destroyer, or even a well fit frigate if you kite.

With social 4 and connections 4 trained you only need to run a couple level 1 missions to unlock level 2 agents for that corp. Connections 4 gives you a big boost to effective standings when you are starting out. I ran a lot of lvl 2 missions in Rifters and Thrashers when I started. Cruisers can do lvl 2 a bit safer due to better tank, but aren't much faster. A well fit cruiser can do level 3 missions, which get much easier once you are into BC's. And a well fit BC can run most level 4 missions but will not be near as fast as a Battleship.

As you can see from my early ship choices I was Minmatar. I found for cruisers a rupture was fairly fast for level 3s. But for level 2s I would recommend a destroyer. The new destroyers are really nice. Missile boats are good for missions as they never miss. The delayed damage due to flight time is rarely a problem. The Talwar, or Corax, with a full rack of 7 light missile launchers should run lvl 2 missions very easy and very fast. By the time you can fit a decent cruiser you should be ready for level 3 missions.
