Does mean if there are 6B in "fixed prizes" and ticket sales go to 10B, that total prizes will be 10B? If yes....is that extra 4B split into several different prizes or one big one?

It means that the 4B will be put forward to cover prizes in sub-subsequent rounds.

Ofc - If it was a regularly occurring thing that we had 4B profit, rather then the 4B deficit we do have, we'd up the regular prizes to balance things out (instead of constantly putting it forward if we had that unlikely scenario)
