Summer expansion capital ship skill changes?

The devblog last year about BC and destroyer skill changes (http://community.eveonline.com/devblog.asp?a=blog&nbid=73530 ) mentions capital skill changes so that they would require only racial battleship IV and some additional skills would be added instead, but I at least haven't found any updated information on this change.

Is it going to happen in spring alongside BC and destroyer changes, and if so, what are the details? I'd like to know this, because it will probably affect training plans for a few of my characters.
