Really all you need is a large enough fleet of T3 BC or bombers with enough reloads. Also remember that just because you only have a C1 static doesn't prevent wandering holes to NS or LS. If someone is patient they can get Dreads, Carriers, and Orcas in and out of such a system. Also in a C6 the bigger C6 alliances can just roll their static C6 until they connect given the low number of C6s. But such a system does raise the bar a lot. My preferred C5 for safety is one with a C1 static, but I never could convince anyone to live with the logistics issues.
