Bounty Surcharges during an Incursion

Hi All,
I've searched the internet trying to find an answer to this. Just recently I was doing missions in a constellation that had an incursion going on. I noticed my bounties were having surcharges applied to them

Wallet entry:
Quote:

A temporary charge levied against transactions due to local conditions


I get this was happening because of the incursion. So my question is, will this surcharge be "refunded" once the incursion has been quelled in the constellation in which I was running missions?

Your lost ISK is lost forever. However, when the incursion is over (after the supercarrier is killed or when it withdraws on its own), the bounties will go back to normal.

thanks for the clarification.
I was hoping the "temporary" wording meant it might be refunded after the incursion had ended.
