Can't contract ships?!

title says it all. I have alts that can all contract their ships to each other (so I know that i am doing it properly) but I have a character that cannot create a contract (item exchange) if it contains a ship (works fine with only mods). I get stuck on the item selection page and cannot click "next" (nothing happens). It has nothing to do with the ships themselves as I have had to go to the station, trade them with an alt, and then have the alt set up contracts. It's super annoying. Does anyone know what this is about?? I have actually had this issue for about a month and have tried multiple times with multiple items so it isn't some isolated event.

For about a month you could use your absolute right to file a petition. Since it doesn't seem right. Right? Right.
