Having been out of it a bit...

Am I right to assume that when you place a bounty on somebody this does not mean that he can be attacked freely in highsec?
Ive gone over the dev blog but I cant seem to find the relevant information. Now this could also be due to a severe lack of coffee so if anybody knows the relevant dev blog and is willing to share that link i'd be much obliged

ANYONE can be attacked freely in highsec.
Bounties do not mean you can attack them without concord intervening, though. That would require kill rights.

Changes to learn:

You get kill rights only if they pod you (destroying your ship means nothing)
You may sell your kill rights
Suspect flags allow a limited (timer) kill on site mechanic
If you shoot someone with the suspect flag, you're now in a limited engagement with them (another timer)
If you're in a limited engagement, only you and that person can fight. People outside this will be concorded or turn suspect (attacking = concord, nuetral reps = become suspect).

Worlds more fun for the change as clearly you can see how to game this to your advantage.

Killrights get generated on aggression. Killing the target is not required. In highsec aggressing the ship/pod is sufficient to create the killright. In lowsec aggressing the pod is required to create the killright.

The suspected player can still be attack by anyone during this kind of Limited Engagement (LE). The LE will not protect the suspected player in anyway, but only allows to shoot back in self-defence.

Loss is meaningful. Therefore is the loss of meaning likewise meaningful. It is the source of all trolling.
