Are all Cerebral Implants (that make Dust Merc's immortal) harvested? Or have they been reverse engineered and are producable?

I have a feeling its the latter because if they are all harvested they will one day run out right?

As I understand the first DUST soldier prototypes used implants harvested from the Sleepers. But considering the rather nasty side effects of using those and what it would mean if it continued, the Empires have been reverse engineering them to get around those problem.
