(some more) Nullsec changes to break the stagnation(hopefully)

As I read the news about sov nullsec, I can't help but be severely disappointed by the state in which it is now. Sure there's some fights here and there, but I'm sure we can all agree that it's stagnating to one giant big blue bore-fest and the only way in is to rent or be someone's slave.

All the fabled stories and legends of alliances making a name for themselves and the hopes and dreams of new alliances to build themselves up and take space are history.

Nullsec definitely needs a change and I propose the following:

1. Sov upkeep costs increase exponentially.
Hopefully this will stop giant alliance blobs from being able to take SOOOOOO much space that they don't use. Possibly results of this are them spreading 'the burden' among pets/renters of even alt alliances. The former bringing more population into sov (more targets and more pvp) and the latter being a logistical nightmare to the poor bastard in charge (keeping wallets seeded or responding to sov attacks etc). Either way I think this would limit the space alliances can have or the idea can at least be expanded on.

2. NPC incursions targeting un-used sov space & attacking sov infrastructure
Imagine that? Sansha for example deciding that all that un-used space is better off serving the sansha empire. I can only imagine the amount of unhappy pilots being forced to defend their sov structures from NPC's or retake space sov grinding etc for space they don't even use because their alliance has too much.
Sure, doesn't sound like a good thing; 'making pilots unhappy'. But think of the benefits. Alliances would perhaps only take space they use and would unofficially 'claim' space. (This system is mine, but I won't put a sov module on it because my pilots won't use it and it would cost me too much (the exponential cost increaser).).
But this opens up the window for various smaller alliances to try and take it. And I'm pretty sure even the largest most organized alliances won't want to constantly come back to defend some crappy system they don't want, especially when they're on deployment.

3. Super capital construction outside sov 0.0
To take sov, you need supers, to have supers, you need sov. Problem new alliance?
Obviously this circle of dumb logic leads us nowhere when we think of the new alliance that wants to independently make a name for themselves and take sov. Let them build their supers in lowsec or npc 0.0. They will already have a hard enough time as it is competing with the hundreds of supers that current holders already have. Taking away any hope of the new guy for building their own is just...cruel.

Now this may not solve the problem completely, or at all in the long run. But I'm fairly certain that even if only for a few months, sov 0.0 will be drastically changed and perhaps we can see more people and more a in sov space, actually USING the space they own. Smaller alliances independently holding space, meaning less blues required to survive, more pvp and fun times for everyone.

There, I've said my views, I hope to see some response, be it 'oh great idea' or 'terrible and this is why: ....'.
Either way, I am personally completely uninterested in going back to sov nullsec until something changes mechanics wise. It's great to have your name on a system, the ultimate satisfaction of having achieved something. Recruiting with 'We own sov' used to mean something. Now since anyone can just say 'yes master, whatever you say master' or 'here's 10billion, we want that one!'. It means nothing.
