While everything said about anecedotal evidence vs the hard numbers that have been presented in this thread is true, I on a personal level don't doubt that (at first especially) many small bounties were given for posting in help channels...

... and making forum posts...
... and being in local in a busy system...
... and flying past in a freighter...

I have a whimsical reason.... encouraging CCP to reform the way bounties are currently implemented. Everyone who's ticked off by this, both bounty hunters and those with meaningless bounties on them, can and should start placing 100k bounties on everyone they see, such that there isn't a single pilot left without a bounty on them. Maybe CCP can cut them off at the pass and just make every new character with a default 100k bounty on them.

As a newb with very little funds I can't yet contribute to such an effort, but hey maybe I'll buy a PLEX or two just to help completely dilute the value and meaning of bounties even more rapidly than it will occur over time (without a decay mechanism)

My reason... I'm gonna role-play a capsuleer who's clone facility screwed up some of the connections in his clone brain and now he's just going around placing 100k bounties on everyone he sees.

Maybe CCP can make a new Overview Icon so instead you can be alerted to the rare pilot that doesn't yet have a bounty.

This CAN get really stupid really fast with but a handful of EVE players participating.

Of course the desire to do such a thing is pretty much sapped if all your long-term efforts to see everyone have a bounty is for naught by decaying bounties.

Decaying bounties are not going to harm this system (not having them will), particularly if the decay rate is made non-linear such that the larger the bounty the slower the decay rate. Again, where you have Billion+ ISK bounties that are effectively permanent (outside of claims) since they would decay so slowly. And for those who REALLY want someone's head but only want to place a tiny bounty on them, they can check back every couple of weeks to add another 100k to the pool to reset the decay timer.

I would think the BIGGEST objectors to such a mechanic would be those who have lucrative bounties on their heads, as they may want to work to hide themselves among an ocean of bounties.
