Sisi not Buckingham?

I distinctly remember CCP saying that Bucking ham was going to be the place to be for all things testing and new. So I ask why was this new battlecruiser on Sisi not Buckingham?

SiSi was closed to eve while Dust was on SiSi ... now Dust is on TQ, so SiSi is again the test server.

With the increase in shiptoasting, the Report timer needs to be shortened.

Not that some people ever stopped to call available EVE test server "SiSi" despite it being Buckingham at the time.
