Issues, Workarounds & Localization

I have tried everything to resolve this issue. From looking through wiki's, forums, in game help from ISD and petition (that still has not been attended to).

Issue:

I am trying to transfer a character to a buyer. The buyer had to delete a character spot in order for the transfer to happen. We waited the 10 hour timer, the buyer completed the termination, and confirmed that their account had an open slot available.

I tried to transfer the character but received the error:

"Target user has too many characters"

Which is not possible because the Target User confirmed they deleted the spot and has an open slot. The 10 hour timer ended about 0500 hours and I have tried endlessly since then to initiate the transfer. Including waiting for downtime to end.

Information that I have been given from players is that their is some other timer, possibly a 24 hour timer that exists but no where is this made official by any CCP authority. Another player stated that it be a 24 hour timer plus downtime.

So.... what is the problem? Is there another timer? What do I have to do to complete this transfer?

Last but not least, can I PLEASE get an answer? This is becoming a bit of a frustration when I can't find or get information to resolve this issue and the buyer is being very patient through this whole ordeal.
