What happened to the Orca's "Configure ship" options ?

The designation is not listed when right clicking on Orca, even while in Fleet with Corp members. What's going on ? Is it Petition time for me ?

edit: NVM. Found it asking others on Local.

What a dramatic change for the options placement. Did not see that in Patch Notes.
