talk to the corp or alliance of choice first. some will use pve RR tengu's, others dont use them at all but will need other ships to join PvE with. Any recruiter that is interested in you as pilot will be able to help you make the best choice :)

All the corps are different, some don't even use T3's. I have however found that most of them will want you to be able to fly armor and shield T3's and the loki, so the loki is a pretty good choice it also gets pretty good dps in a cloaky setup. Tengu is also used a lot, but mostly for PVE.
