So.
I have a ton of dog tags (Federation navy/Republic Fleet). What do I do with these? Is it more worth my while to turn them in (not sure how to do that or what it does...)? Or to sell them on the market? I looted a Guristas Bronze Tag today and it says its worth 5 mill... should i save this to use at a data center? (dont really understand what that is or how to use it) or sell it for the isk?

Depends.

Tags are used for three things. One is, as you said, data centers. Some tags are used by loyalty point stores for some offers - thus, other players will buy them from you. And with some tags, there are NPC buy orders available, so they become just a direct cash infusion.
