Nobody has ever said that i'ts a matter of getting the implant. I'm sure any of us could buy a crapload of those anytime, if we had any use for them (1M isk each maybe? It probably is close to the cost of becoming a capsuleer).

The problem lies in merging the current capsuleer tech with the dust implants. I think you're not aware of how messed up are our brains already. I have 5 implants and 5 hardwirings in my head. Plus the capsuleer implant itself, that attaches you to the capsule pretty much like the people in Matrix to their seats and makes us do all our nice things.

On the other hand, the DUST implant grows a third pre-frontal lobule on your head, in addition to it's own volume. If it's already surprising that we can plug in so many things in our heads, i's common sense that nobody has enough cranium to contain BOTH.

Oh and by the way, answering directly your question: Templar One stablishes that YES, dust implants can be harvested from corpses. At least the prototypes, that were in fact harvested from Sleeper bodies (mass-murdering them in the process).
