I would be willing to risk the ridiculously small chance of actually hitting anything. And it would make sense Concord would show up to curb my enthusiastic rain of fire. But dammit, if I want to randomly bombard a planet let me! They can fire back after all.

one can look at Earth and decide how to find some person on it without using planetary network.
