sleeper technology skill book

Does anyone know what the above mentioned skill book does?

There are a couple more technology skill books I can train for, but I can't see anywhere that they'd be useful for.

Has anyone trained these skills and noticed what they do?

They're needed for making some of the COSMOS items (storyline), eg "1MN Analog Booster Rockets"

I won't need them yet then, as I'm not planning on doing any COSMOS missions just yet.

Chances are you will never need them, as the COSMOS items are not overly impressive.

What sort of rewards would I get if I went and started the cosmos missions?

You don't get much in my estimation untill zabon michi and akemon tolan. zabon is 6.0 caldari faction, akemon is 7.0 base amarr standing.
