Of course they do. There probably just hasn't been enough of them killed to create a minor supply excess you see with most other officer mods.

They also changed the downtime belt respawn system, so there is no method of improving the chances of finding one (ie scouting the belts straight after DT), other officers have been "farmed" inasmuch as it was possible to farm them for years.

Best not to forget the all important, only 5 officer modules, 1 is worthless crap, and only 2 are reasonably good.
So, you're sacrificing running hordes, that kick out tons of isk, for bad belt rats, with no chance of a decent faction spawn (sentients are pretty terrible. pretty terrible.), and officers that cant drop faction loot afaik, only a chance at 5 officer modules, of which only 2 or 3 are any good, and even then, dont come close in price to the worth and liquidity of many other officer drops.

Not worth running the belts for these = you wont see many killed
