To restart or not...

I was wondering in general, would it be smart to restart myself with a fresh character or keep one that is already established somewhat?

Background:

About a year and a half ago (shortly before the Incursion expansion) I started playing this game and fell in love. About 10 months ago, due to issues IRL, I had to stop subbing to the game, but as of yesterday, I resubbed (yay).

My issue was (at the time) that I had no clue on what to focus on. Currently, my toon has 20m sp and is very thinly spread out in skills.

My numbers go something like:
Drones: 1.9m sp
Industry: 438k sp
Missiles: 2.9m sp
Gunnery: 3.1m sp
Spaceship Command: 4.8m sp

So, as you can see, I am very thinly spread. I can not yet use any T2/T3 combat ships. As far as weapons go, the only T2 variants I can currently use are Small/Medium Drones, Cruise Missiles and Small Projectiles. I can, however, fit a T2 tank for both Shield and Armor.

TL;DR: Should I remake and focus more, or direct my attention towards my current character? If the latter, which race seems the best for focusing given the current and upcoming ship changes?

No reason to start something new. Any and all skills would just have to be trained fresh. Just build on what you have with more focus and you should be fine.

No reason to throw away the skillpoints you already have. Regard your pilot as a fresh one, just accept his already acquired skillpoints, and start training as you would like to train a new one. You may have to remap the attributes, though.

Don't restart... Carry on. You'll end up training most of the skills again anyway.

Ok guys thanks for the advice. It's much appreciated.

As to my last question; I assume focusing on Minmatar ships at this point would be the smartest thing to do due to their versatility for both pve and pvp purposes, correct?

My reasoning would mainly be from a pve perspective: With the increase in EWar from most NPCs (from what I've been reading), and the addition of limited sleeper AI making drone use more annoying, not to mention the missile changes, it seems going Minmatar is the most logical.

Yes and no.
Mini ships are good but so are the rest of the races Gallente ships are now actually quite good. Amaarian is still good Caldari seems to be getting there. They are rebalacing all the ships. So each race's ships aren't *op* But theres some gems are out there. The tristan frigate is **Amazing**
So you can specailize mini but you'll be missing out on other gems.

Well, I would not make this decision dependent on most efficiency, but on what you like best. Generally, you can do everything with any race, probably the one thing a little better than the other, or vice versa, but never show-stopping. Additionally, CCP has a history of changing things frequently, and the good race today can be the worst one tomorrow. Plus, you don't know what you will do in two years or four, and probably the race you decide on now is totally the wrong one for what you would like to do next month.

Minmatar ships are good because of their good versatility. You can do pvp in small gang, incursion and still be decent at other form of pve. So if you are not sure about what you want to do going for minmatar is a good thing.

there are two reasons to restart fresh with a new char:
1. obsessive compulsive disorder
2. clone upgrade costs

so as long as you can still sleep at night even though your character has some skills you do not use and you do not intend to be pod-killed all day every day, you should not start a new char.

I should buy an Ishtar.
