Smartbombs and Aggro Timers

I've been running some low level missions with an alt recently to build up some standings, and put a small smartbomb in her thrasher's utility high because, why not? Even if there's an accidental concordokken it's just a thrasher.

Now, using the smartbombs in pve requires safeties off, because there might be someone within range, you never know. All fine so far, but when the smartbomb is activated on rats, it still produces the 1 minute "you have engaged in combat with a capsuleer, no docking / stargating for 1 minute" timer.

Is this an intended feature? I know I haven't engaged in capsuleer combat as the ship hasn't attracted concord attention, but it seems it still gets the timer regardless. This makes no sense to me.

It's an intended feature, read last patch notes.

The "you have engaged with a capsuleer" timer (also known as PvP Flag) is 15 minutes long, and does not prevent docking.

The timer you are referring to is the Weapons Flag, which is an intended consequence to activating smartbombs. Refer to the Actions to Flags table for more info, or to the Flags to Consequences table for what each flag really means.

Looking at the smartbomb entry in that flag list, it does not say what happens if you hit a piece of space junk, or structure in a mission with a smartbomb.

In the past, it would trigger concord as far as I know. Has this been changed?

In other words, if we try using smartbombs in L4 missions to deal with jamming frigates, will we get concorded if there are no other players in the mission? What if I hit a structure, or beacon, or npc container, or whatever.

Try it out. That's the best way to know.

There is quite a lot of fine details about flags that the above tables do not clarify.

Since random space junk (plus asteroids) are not legal targets, same as always, hitting one with a smartbomb counts as "Hitting illegal target (ship) with smartbomb". Doing so in hisec causes a PvP flag, Criminal flag (and thus Concord) and sec status loss.

I was using smartbomb when doing some of the missions against drones.

This is the behavior that I have seen (but for some reason it is not consistent entirely):
1. When activating the smartbomb, the 1-minute weapon timer flag is on
2. When the smartbomb is running, the 1-minute weapon timer is starting to count down. (In other words, after 1 minute, the smartbomb is on but the weapon timer is no longer on - even when the bombs are hitting some NPC rats).
