Wondering if there is any other way to improve attributes besides implants, now that they have taken out the learning skills?

Remapping them.

For new players that bought certain editions of the game, there's the cerebral accelerator for the first... i wanna say 30 days of training?

Other than that, what he said. Additionally, I wouldn't worry about it too much.

This.

Either re-map just once, to dump CHArisma as low as possible, and spread the points as evenly as possible between the four useful attributes. That's what I've done.

Or else go into the re-map cycle. It's stressful, and requires you to make long-term plans and stick to them, but ultimately yields significnatly faster training in terms of SP-per-time-unit. You switch between optimizing for PER/WIL and optimizing for INT/MEM, back and forth, back and forth. Fine if your brain works that way, but mine doesn't, and I really like the freedom of being able to train whatever I want whenever I want to. And it's not like I train half as slow as the remappers. But I do train somewhat more slowly.
