What is the best rocket fitting T1 for a corax ?

I got the Prototype 'Arbalest' Light Missile Launcher 6

But the dps is still low

So what are the best Tier 1 rocket light missiles or a normal rocket launcher?

Umm... it sounds like you're confusing rockets and light missiles. They are distinctly different.

Rockets are short range unguided missiles, which deal very good DPS and are relatively easy to fit (10-15 km range on a Corax, skill dependent). Light missiles are very long range guided missiles, which deal poor DPS but decent alpha strike, and are a pain to fit (20-50 km range on a Corax, skill dependent).

Since they are different modules, but are both missile launchers, they follow the same naming convention across meta levels:

1. Meta 0: plain name, plain module, cheapest, hardest to fit other than T2
2. Meta 1: 'Malkuth', easiest to fit, poor damage
3. Meta 2: 'Limos', mediocre fittings, mediocre damage
4. Meta 3: XX-1234 (letters and digits), slightly harder to fit, slightly harder damage
5. Meta 4: 'Arbalest', highest T1 damage, second easiest to fit after Malkuths
6. Meta 5: also known as T2, hardest to fit, highest damage, access to T2 missiles

So... for the most stopping power, you want one of the two Arbalest variations: 'Arbalest' Rocket Launcher I or Prototype 'Arbalest' Light Missile Launcher.

I would also recommend looking into a ship fitting program, like EFT, Pyfa, EVEHQ, or something else, so you can plan your fit ahead of time and know more detailed info about how it will work, without having to actually buy the ship itself.
